Sripal, who was born of a devout and erudite Tamil Jain family from a village about 125 kms, South from Chennai, was known even during his childhood days for his talent in reciting from memory, Bakthamaram slogans, hundreds of verses from other Jaina Tamil works like Naladiar, Jeevaka Chinthamani etc., and for trotting to the temple daily, sitting erect, completely engrossed in the pujas with such devotion. At that age, he could at will and to the astonishment of other children and their parents, speak eloquently on Jaina principles. No wonder, therefore, in due course of time, he became a very skilled and popular speaker held in high esteem in literary circles. His proficiency in English and Hindi as he was in Tamil is an acknowledged fact.
After an excellent academic carrier culminating in his post graduation
in Economics from the prestigious Loyola College ,Chennai, S. Sripal entered the Indian Police Service in 1960 and rose from the rank of Assistant superintendent of Police to the top most post of Director General of Police, after having served for long , successfully, in sensitive and vital posts such as Superintendent of Police, Special Branch (CID) ,Deputy Inspector General of Police (CID), Commissioner of Police ,Madras City etc.
He was Assistant Superintendent of Police Namakkal and Madurai town, Superintendent of Police , North Arcot District and Madurai District , all heavy charges from police point of view. During the entire period of Strenuous field Work his tactical schemes to put down gang warfare in Kolli Hills, Kalrayan Hills and Madurai town earned him appreciation from all quarters. His detective skill was displayed in the detection of Inter-district wire thieves in Salem District, gang of murderers responsible for killing taxi drivers etc. Later he moved in to specialized fields like CID, the changes he brought about in the system of prison administration. A few years ago, have stood the prisoners in good stead in rehabilitating them and those concerned with the said administration even today refer to the period of his association with the Prison Department as an epoch Also he was youngest to be promoted as DEPUTY INSPECTOR GENERAL at the age of 37. All India records as longest serving Commissioner of Police for more than 5 years in any commissionerate. Only officer to be promoted directly as DIRECTOR GENERAL of Police from INSPECTOR GENERAL OF POLICE (without becoming ADGP) longest tenure as DIRECTOR GENERAL OF POLICE for 4 years.
He participated in the Asian Pacific Conference of Prison Administrators held at Delhi in 1989 and spoke on “Penal Philosophy". Since the date of inception of Police Commissionerate System in Madras City, S.Sripal was the only police officer to serve as the Commissioner of Police continuously for a record period of nearly five and half years with no instance of police firing at all as he, with the greatest professional efficiency, kept both crime and law and order situation under excellent control. He was the Chief of Police in Tamil Nadu State, a state with a population of 60 millions i.e., Director General of Police for nearly four years between 1991-95 and led only a force of about a lakh of Police Personnel.
In recognition of his meritorious and distinguished service in the department he was awarded the Police medal and the President of India Police Medal, the highest decorations which a police officer could aspire for in one's service.
He has taken part in two important International Conferences.
I) Delivered a talk on “Penal Philosophy “in the South Asian Pacific Conference of Prison administrators held in New Delhi in 1989.
ii) Represented India in the International Police Organization General Assembly meeting held in Rome in 1994.
He was an author, writer, Speaker and a keen sportsman. He had authored two Tamil Books"Chintamani Poonga" (Garden of Thoughts) and "Painthamizh Poonga" (Garden of Sweet Tamil) and had made several well received literary contributions to Periodicals, Magazines, All India Radio and Doordarshan. He was the architect of Research Foundation for Jainology in Tamilnadu. He was its chairman for over a decade, since its inception. He had succeeded in creating a full-fledged Department of Jainology in Madras University which also conducts courses through correspondence. He was largely instrumental in publishing under the auspices of this department a book entitled "A topographical list of Jain Inscriptions in Tamil Nadu". This book enumerates 530 inscriptions in almost all the districts of Tamilnadu some of which date back to the B.C. period.
